The Pydev help now should be accessed online (sorry for the inconvenience). This was mostly because of the work needed to keep it up-to-date, bigger download, etc.
Also, the places that keep reference on Pydev are not so 'centralized' around the main homepage anymore, so, the help now has a topic that will point you to the places where you can find information about Pydev:
