GARANT COMMANDS: define frequency tolerance - sets the uncertainties of the assigned frequencies

usage: define frequency tolerance <name> <float>

For all coherences matching <name> the uncertainty of the assigned frequency is
set to <float>. The uncertainty is used in the automatic assignment routines.
