GARANT COMMANDS: evolutionary optimization - generate new resonance assignment from parents

usage: local optimization <integer> <float>

A new resonance assignment is generated and optimized. <integer> specifies the
iterations in the optimization. Assignments are restricted to those of the parents
(see 'select optimization possibilities'). In cases where no suitable assignment
is present in the parents, the temperature <float> determines the probability 
to select other assignments, either from equivalent peaks of the parents or from 
the whole set of measured peaks.

To use the command, the population of resonance assignments must have been 
defined ('initialize optimization possibilities'), the parent resonance 
assignments must have been initialized ('local optimization'), and suitable 
parents must have been selected ('select optimization possibilities').
