GARANT COMMANDS: initialize optimization possibilities - define size of population

USAGE: initialize optimization possibilities <integer>

Defines, that the poupulation should consist of <integer> resonance assignments.
The command must be issued before referring to any resonance assignment of the
population (commands 'select optimization possibilities' and 'overwrite
optimization possibility').
