GARANT COMMANDS: load frequencies - load frequencies from atom list

usage: load frequencies <read(.prot)>

The frequencies defined in the atom list <read(.prot)> are read in and 
assigned to the 'assigned frequency' of the corresponding coherence.

If a pseudo atom with a valid frequency is read, this pseudo atom is turned on.
These pseudo atom will subsequently be used for writing out assignments.
