GARANT COMMANDS: local optimization - optimizes the  current resonance assignment

usage: local optimization <integer>

The current resonance assignment is optimizaed for <integer> iterations using
the local optimization algorithm. No initalization of the current assignment
is performed. To initialize it, use either the 'reset assignment' command or 
the 'evolutionary optimization' command.
