GARANT COMMANDS: make possible assignments - generate possible assignments from expected peaks

USAGE: make possible assignments

Possible assignments for the laoded peaks are generated from expected 
peaks with known position. For a given loaded peak the assignments of 
all expected peak at the same position are taken as possible assignments.
The spectra variables <spectype>_acc_w1, <spectype>_acc_w2, .. are used 
to decide whether two position coincide. The position of an expected 
peak is determined by the mean frequencies of its coherences. If the mean 
frequency is not defined, the assigned frequency is taken. If the 
assigned frequency is also not defined the expected peak is ignored.
